He Whakaputanga haki is closely linked to He Whakaputanga o te Rangatiratanga o Nu Tireni (the Declaration of Independence) because both were steps taken by northern Māori chiefs to assert their sovereignty.

In 1834, the flag was chosen to give Māori ships official recognition in international trade. A year later, in 1835, the same chiefs, with support from British Resident James Busby, signed He Whakaputanga, declaring New Zealand an independent Māori nation under the authority of their Rangatira. The haki became a national symbol of this sovereignty and unity. Together, they represented an early effort by Māori to establish political autonomy before British colonization escalated.
